A "Promoter Group" and an Experts Group were set up to oversee the preparation of the Global Charter-Agenda for Human Rights in the City.

The Promoter Group, whose role is essentially political, lays down the project's strategic guidelines. It is expected to eventually include all of the following institutions:

 

• UCLG Committee on Social Inclusion and Participative Democracy
  
  
• Région des Pays de la Loire (France)
  
  
• Nantes Métropole and the City of Nantes
  
  
• Other UCLG local authorities
  
  
• The cities of the Forum of Local Authorities network 
  
  
• The network of human rights cities (Catalonia)
  
  
• The European Network of Cities for Human Rights
  
  
• Any other interested local government entities of any country such as the Fédération espagnole de municipalités et provinces and the  Fédération catalane de municipalités
