The group of experts
In 2007 and 2008, the Experts Group, which is composed of specialists from around the world, prepared the draft Charter-Agenda under the oversight of the Catalan Institute of Human Rights.

When the Nantes Permanent Secretariat (SPIDH) was given the task of heading the UCLG's Human Rights and Local Governments work group, in late 2007, it invited the members of the World Forum on Human Rights' Scientific Committee to participate.
The group of experts thus formed is invited to suggest amendments to the initial draft of the Charter-Agenda and review the Promoter Group's proposals as well as those that may arise during the online participative process currently underway.
