Once the Charter-agenda for Human Rights in the City has been adopted, there will be a long elaboration process which already has been through the following steps:

- 6th Forum of Local Authorities (23-24 January 2006 in Caracas, Venezuela)
During the session of the workgroup " Human Rights in the City " of the Local Authorities Forum, it was proposed to elaborate, all together and with the agreement of all, the Global Charter-Agenda for Human Rights in the City. It was decided that the project would be directed by the Diputació of Barcelona (Mancommunity) and developed with the cooperation of the member cities of the LAF and the Social Inclusion and Participative Democracy Commission od UCLG (United Cities and Local Governments)
