Once the Charter-agenda for Human Rights in the City has been adopted, there will be a long elaboration process which already has been through the following steps:

- 6th Forum of Local Authorities (23-24 January 2006 in Caracas, Venezuela)
The idea of a Global Charter-Agenda on Human Rights in the City is proposed at a meeting of the FLA’s work group on Human Rights in the City. It is decided that this project will be led by the Diputació of Barcelona and developed with the collaboration of the FLA's member cities and UCLG’s Committee on Social Inclusion and Participative Democracy.

The Charter-Agenda is presented within the context of the Right to the City theme, along with other subjects related to urban reform.
