In November 2008, Jacques Auxiette, president of the Regional Council of the Western Loire Region (France) presented the project of the text of the Global Charter Agenda for Human Rights in the City on the occasion of the UCLG World Council (United Cities and Local Governments) in Istanbul (Turkey).
Local and regional governments gathered together in Istanbul from 27 to 30 November 2008, at the invitation of Kadir Topbas, Mayor of Istanbul and Co-President of United Cities and Local Governments, in the presence of Bertrand Delanoë, Mayor of Paris and President of UCLG, Zhang Guangning, Mayor of Guangzhou and Co-President of UCLG.More
