The objectives

Objectives


The fundamental goal of the Global Charter-Agenda for Human Rights in the City is to ensure that human rights are effectively observed in as many local communities across the world as possible. The beneficiaries of these rights include anyone living in a local community that has signed the Charter-Agenda, regardless of the person's nationality.


Each Charter-Agenda right will be accompanied with a local-action program (the "agenda") that specifies the political commitments required to implement that right, a timetable and progress indicators.


Each article of the Charter-Agenda will thus include:

  1. A precise description of the right.
  2. The resulting obligations for the signatory local government entities (which constitute the citizens' rights / prerogatives).
  3. The commitments that local authorities assume progressively over a specified period of one or more years, depending on the type of right involved.
  4. Progress indicators.



The Charter-Agenda project also has the following objectives:

  • Include the Charter-Agenda in the work programme of UCLG's Committee on Social Inclusion and Participative Democracy (CISDP) and develop it within this Committee, in collaboration with its local-government members.

  • Involve a large and varied group of human-rights actors in the Charter-Agenda drafting process, including civil society, social movements, international organisations and local authorities from around the world.

  • Set up an "online" participative process that legitimizes the project.

  • Achieve a genuine and effective political compromise between the local authorities involved.

  • Disseminate the project worldwide.

  • Implement the Charter-Agenda locally by adapting municipal regulations and planning "inclusive" public policies.

  • Set up a global observatory to monitor Charter implementation and enable the exchange of best practice.
