Virtual space

Participative process : a web exchange platform


The creation of this web exchange platform takes place at the beginning of the second stage of the project of elaboration of a Global Charter-agenda for Human Rights in the city. The first stage, from January 2006 to August 2007, has corresponded to the political definition of the project at different international forums (Forum of Local Authorities of Caracas 2006 and Nairobi 2007, as well as several meetings of the Committee on Social Inclusion and Participative Democracy of the world organisation of cities United Cities and Local Governments -UCLG-). In this first stage, the group of experts and the driving group were created, and the tasks leading to the elaboration of a draft of the Charter-agenda started then.

The second stage, to which all the actors that played a key role in cities (social movements, local authorities, organisations and institutions, civil society) are invited, corresponds to the creation of the virtual participatory process in which the draft of the Charter-Agenda will be discussed. Thus, this process will provide a space to urban actors so that they may take part in the definition of those Human Rights that each city should guarantee. A six-month period is foreseen for the implementation of this virtual participatory process, after which the different proposals and amendments to the draft of the Charter-Agenda will be incorporated.



Virtual space : a workspace online

This virtual space on the drawing up project of the Global Charter-agenda for Human Rights in the city has been designed with the following goals:

  • To be the main working tool of the group of experts and of the driving group.
  • The members of both groups are located in different areas of the world. This is why it is absolutely necessary to have a meeting place available in which to exchange opinions and ideas, and above all, to work.
  • To become the participatory mechanism for drawing up the project.
  • Following the political guidelines of the driving group, the group of experts will prepare the draft of the Charter-agenda, which will be the basis for the virtual participatory process in which hopefully all the actors involved in the implementation of Human Rights in the city will participate; that is to say: social movements, local authorities, organisations or institutions and citizens.
  • To be the communication tool between the different actors participating in the project.
  • This workspace online will be used as a communicative tool for the different actors participating in the drawing up of the Charter-agenda (Group of experts, driving group, social movements, organisations or institutions, other local authorities and citizens).
  • To become the dissemination tool of the project.

In the current information society based on new technologies, it becomes essential to have such a web exchange platform which offers the possibility of working online and is accessible to anyone interested, regardless of where they are in the world.
